Roof repair in the Algarve covers slipped and broken canal tiles, failed ridge and verge mortar, leaks around chimneys and roof lights, flat roof and terrace failures, and gutter and downpipe clearing. Most calls here follow the first heavy rain of autumn, which is also the worst time to be fixing them. What goes wrong on an Algarve roof?

  • Slipped or cracked canal tiles. Wind, a foot in the wrong place, or a tile that was never bedded. The gap is small and the water it lets in is not.
  • Ridge and verge mortar. The cement bedding along the ridge and the gable edge cracks with heat movement, then lets go in sections. It is the single most common real fault on traditional roofs here.
  • Flashings and junctions. Where the roof meets a chimney, a wall, a roof light or a solar panel bracket. Most leaks are at a junction rather than in the middle of a slope.
  • Flat roofs and terraces. Ponding, a lifted seam, or a drain outlet blocked with grit. A terrace that doubles as a floor is a roof first, and it fails as a roof.
  • Gutters and downpipes. Pine needles, jacaranda debris and wind blown sand, packed into a solid plug at the outlet.
  • Underlay that has aged out. On a roof of a certain age there is nothing under the tiles but battens and hope, so every tile matters more.

  • Photograph it from the ground with a zoom rather than climbing. Most of what a roofer needs to see is visible from below or from a neighbouring terrace.
  • Go into the roof space if there is one, in daylight, and look for light coming through and for a wet or stained batten.
  • Put a container under any active drip and move anything that matters out of the way, especially electrics.
  • If rain is forecast within days, say so in the request: a temporary cover is a different job from a proper repair, and it buys the time to do the second one right.

Gutter cleaning, and why it is a roof job here

Gutters are the part of the roof most likely to fail first and cost the least to keep working. In this region they fill with pine and eucalyptus debris through summer, then meet half the year's rain in one quarter. A blocked outlet backs water up under the tile edge, over the fascia and down the wall, and the first sign is usually a damp patch at the top of a wall inside rather than a visible overflow. Clearing them is a small job on a ladder for a single storey house and a platform job on a three storey one, which is the whole reason two quotes for the same length of gutter come out differently.

There is a second reason worth knowing. ARS Algarve's household mosquito advice lists keeping gutters clean and unclogged alongside covering water tanks and turning over anything that holds water, because standing water in a blocked gutter is a breeding site. It is one of those jobs that pays twice.

When roof work needs permission, and when it does not

The provision to know is article 6.º-A n.º 1 h) of the RJUE, the national planning and building regime. It treats the replacement of exterior cladding, roof or tile-roof covering materials as a work of minor urban relevance, exempt from a licence and from a comunicação prévia, on two conditions that apply together: the replacement gives an exterior finish identical to the original, and it improves energy efficiency. That is the wording in force since 1 October 2026, in the RJUE as republished by Decreto-Lei n.º 108/2026, and it carries exactly the same words as the wording in force before that date. Whether a like for like repair or replacement fits that item, or another category, is for your câmara or the responsible technician to say. The same goes for changing the shape or the height of a roof.

The rules for the start of works changed on 1 October 2026. The RJUE's start-of-works information reaches the câmara municipal at least five days before work starts and names whoever will carry out the work; since 1 October 2026 it expressly includes works exempt from a licence or a comunicação prévia, and since the same date the owner or the works director also posts a notice at the site, visible from the public road, at least five days before work starts (article 80.º-A n.os 1 and 5, in the wording republished by Decreto-Lei n.º 108/2026). Portaria n.º 320/2026/1 of 31 July 2026, in force since 1 October 2026, approves the national form for that information and revised site-notice models. Before that date, Silves and Loulé already required exempt works to be notified to the câmara locally, at least five days ahead. Conservation work carried out entirely inside a building or flat is exempt from that information (article 80.º-A n.º 3), which does not help a roof.

Two limits always travel with the exemption. One is national: none of the list of works of minor urban relevance applies to works on buildings that are classified or being classified, of national, public or municipal interest, on buildings in the protection zone of one, save for the window-frame item (article 6.º-A n.º 1 j)), or on buildings within an ensemble or site that is classified or being classified (article 6.º-A n.º 2, in the wording in force since 1 October 2026; until 30 September 2026 the first exclusion named national or public interest only). The other is local: a município may set stricter rules than the national ones. The concelhos differ in both directions. Albufeira's municipal regulation, as published in 2013, lists the reconstruction of a roof by replacing its structure among works of minor urban relevance, provided the type of roof, its form and the total height of the building all stay the same; that text predates the national reforms of 2024 and 2026 and has not been formally reconciled with them, so read it as Albufeira's published wording rather than as settled practice today. Loulé's 2024 regulation adds no roof category at all, and requires protection netting over the whole facade above the hoarding line on any roof or facade repair adjoining public space. Your own câmara is the authority on which side of the line your job falls.

Is there a grant for a new roof or for roof insulation?

Not as at August 2026. There is no open Fundo Ambiental application window for insulation, windows, heat pumps or solar in a private home. The Programa de Apoio a Edifícios mais Sustentáveis, known as Edifícios+, last opened to private homeowners between 18 July and 31 October 2023 and has been closed since. Vale Eficiência is a different instrument, a means-tested voucher for households in energy poverty rather than a general renovation grant, and applications by beneficiaries closed on 31 October 2024. What exists for 2026 is a loan rather than a grant. Portaria n.º 442-A/2025/1 of 12 December created a reimbursable credit instrument for home energy-efficiency measures, run by Banco Português de Fomento, to be made available within a year of publication. Its measure list does cover roof, wall and floor insulation, efficient windows, heat pumps and solar. As at August 2026 no rates, no ceilings and no opening date had been published. Anyone who tells you the Fundo Ambiental will pay towards a roof today is describing a programme that is not open.

What determines the price?

As of 2026, three things move a roof quote more than anything else. First, access: the height, the pitch, and whether the work can be done from a ladder, a tower or a platform, which on a tall or fragile roof is the largest single item. Second, the extent: a handful of tiles and a metre of ridge mortar is an hour's work once someone is up there, while a slope that has lost its bedding along its whole length is a re-bed. Third, what is found underneath, because a roof that has been leaking for two winters often needs battens or a section of underlay as well, and that is discovered rather than quoted from the ground. Materials matter less than people expect, except where old tiles have to be matched or reclaimed.

What does a roof repair cost?

It is quoted by access and by how much of the roof is involved, not by the tile. Replacing a few slipped canal tiles reachable from a flat terrace is a short visit. The same tiles on a steep three storey pitch, where the safe way up is a platform, is a different job with the access costing more than the tiles. As of 2026 the quote is free, and it separates the work from the access so you can see which half is which.

How do I know if my roof is leaking or the wall is?

Look at when the stain appears. A roof leak shows up during or just after rain and is usually directly below the failure or a little downhill of it. Rising damp and condensation appear in cold weather without rain, low on the wall or in the corners of a room. Water that only arrives in wind driven rain from one direction is often not the roof at all but a wall or a window seal on that side.

What is roof cleaning and does a roof need it?

It is the removal of moss, lichen and built up debris from the tiles and the gutters, usually with low pressure water and a biocide rather than a jet wash that would drive water under the tiles. It is worth doing where organic growth is holding moisture against the tiles or blocking the flow, and it is not worth doing on a sound, clear roof just for appearance. Cleaning also puts someone on the roof who can see failures before winter does.

How much should a gutter clean cost?

Gutter clearing is priced by the metre run and by the access, and it is one of the few jobs where two houses on the same street genuinely differ by a lot: single storey with a clear perimeter is a ladder job, while a gutter above a conservatory or a steep drop needs different equipment. It is quoted free, and it is worth combining with anything else that needs someone up there, because most of the cost is getting there safely.

What is the best way to clean gutters?

From a stable ladder or a platform, scooping the debris out into a bucket rather than flushing it down the downpipe, then rinsing with a hose and checking that the water leaves properly at the bottom. Flushing first is how a clear gutter becomes a blocked downpipe. Finish by looking at the joints while water is running: a gutter that drips at a joint under load will overflow in the first real December downpour.

Is there a tool to clean gutters without a ladder?

Yes, and it has limits. Extension poles with a curved nozzle or a wet vacuum attachment clear light debris from ground level, and they suit a single storey house with an easy perimeter. What they cannot do is show you the state of the gutter, the joints and the fixings, which is half the value of the visit. On anything above one storey the pole becomes unwieldy long before it becomes safe.

Can a broken tile be replaced without redoing the roof?

Almost always. Traditional canal tiles are laid loose or bedded in mortar at the edges, so a broken one is lifted out and swapped, and the neighbouring tiles are checked while the roof is open. The difficulty is matching: old tiles weather to a colour no new tile has, which is why a repair often uses reclaimed tiles or takes matching tiles from a hidden slope and puts the new ones there instead.
