Waterproofing in the Algarve is mostly terrace work, because the flat roof is the standard local build and the sun ages any membrane on it fast. Failures show up at the edges rather than the middle: parapet upstands, drain outlets, door thresholds and pipe penetrations. Where does the water actually get in?
The middle of a terrace rarely fails. Water gets in where the flat surface has to meet something else, and those are the places worth looking at first:
The upstand at a parapet wall, where the membrane turns up and is either too low or has come away at the top edge.
The drain outlet, blocked with pine needles or dust, so the terrace holds water instead of shedding it.
The door threshold, where the terrace level is barely below the inside floor and a heavy shower puts water over the line.
Pipe and rail penetrations, where a fixing went straight through the membrane and was sealed with silicone that has since perished.
Cracked or hollow tiles on a tiled terrace, letting water sit in the bed underneath where it cannot dry.
Paint lifting off a wall in sheets
Note whether it worsens after rain or stays the same in dry weather. That single observation separates a roof or terrace problem from a plumbing one.
Look directly above: a parapet, a terrace edge or a windowsill is usually the source, not the wall where the paint is failing.
Do not repaint yet. New paint over damp render lifts again within months and hides how far the damp has spread.
Clear the terrace outlet above and watch what happens in the next downpour, which sometimes solves it outright.
Repair the details or redo the terrace?
These are genuinely different jobs at very different prices, and the honest answer depends on what a survey finds. If the field of the terrace is sound and the failure is at an upstand or an outlet, detail repair is the right work and costs a fraction of a full strip. If the surface is holding trapped water, has no falls towards the outlet, or the membrane has gone brittle across the whole area, then detail repairs are money spent twice. Anyone who quotes a full strip and relay without going up to look has not established which of those it is.
Damp inside: not every stain is a roof
Three different problems produce similar looking stains, and they have different fixes. Water coming down from a terrace or a roof detail appears after rain and dries slowly. Water coming from a pipe stays constant whatever the weather and often shows on the water bill. Condensation appears on cold surfaces and in corners of rooms that are closed up and unheated, which in the Algarve is common in villas empty over the winter. Treating condensation with a waterproofing membrane achieves nothing, so establishing which one it is comes first.
Does waterproofing a terrace need permission?
The RJUE, the national planning and building regime, does not name waterproofing anywhere. It names two categories that can catch it. Obras de conservação, defined at article 2.º f) as works that keep a building in the condition it was in at the date of its construction, reconstruction, extension or alteration, expressly including restoration, repair and cleaning, are exempt from a licence and from a comunicação prévia under article 6.º n.º 1 a). And article 6.º-A n.º 1 h) treats the replacement of exterior cladding, roof or tile-roof covering materials as a work of minor urban relevance, where the replacement gives an exterior finish identical to the original and improves energy efficiency: two conditions that apply together. Which category a particular terrace falls into is for your câmara or the responsible technician to decide, not for this page.
That is the wording in force since 1 October 2026, in the RJUE as republished by Decreto-Lei n.º 108/2026, and article 6.º-A n.º 1 h) carries exactly the same words as the wording in force before that date. The rules for the start of works changed on that date. The RJUE's start-of-works information reaches the câmara municipal at least five days before work starts and names whoever will carry out the work; since 1 October 2026 it expressly includes works exempt from a licence or a comunicação prévia, and since the same date the owner or the works director also posts a notice at the site, visible from the public road, at least five days before work starts (article 80.º-A n.os 1 and 5, in the wording republished by Decreto-Lei n.º 108/2026). Portaria n.º 320/2026/1 of 31 July 2026, in force since 1 October 2026, approves the national form for that information and revised site-notice models. Conservation work carried out entirely inside a building or flat is exempt from that information (article 80.º-A n.º 3).
Two limits always travel with these exemptions. One is national: none of the list of works of minor urban relevance applies to works on buildings that are classified or being classified, of national, public or municipal interest, on buildings in the protection zone of one, save for the window-frame item (article 6.º-A n.º 1 j)), or on buildings within an ensemble or site that is classified or being classified (article 6.º-A n.º 2, in the wording in force since 1 October 2026; until 30 September 2026 the first exclusion named national or public interest only), and the conservation exemption applies without prejudice to article 4.º n.º 2 d), the alínea for works on classified property, and to special legislation (article 6.º n.º 1). The other is local: a município may set stricter rules than the national ones. Albufeira's municipal regulation, as published in 2013, lists the reconstruction of a roof by replacing its structure among works of minor urban relevance where the type of roof, its form and the building height all stay the same; that text predates the national reforms of 2024 and 2026 and has not been formally reconciled with them. Loulé's 2024 regulation goes the other way and subjects the exterior cladding materials of buildings to specific appraisal by câmara services. Neither the national list nor the municipal regulations of Albufeira and Loulé names external wall insulation, the system known here as capoto, so nobody can promise you that one needs no paperwork, and Loulé's appraisal rule points the other way.
Is there a grant for insulation or waterproofing?
Not as at August 2026. The Fundo Ambiental has no open application window for insulation, windows, heat pumps or solar in a private home. The Programa de Apoio a Edifícios mais Sustentáveis, known as Edifícios+, last opened to private homeowners between 18 July and 31 October 2023 and has been closed since. Vale Eficiência is a different instrument, a means-tested voucher for households in energy poverty rather than a general renovation grant, and applications by beneficiaries closed on 31 October 2024. What exists for 2026 is a loan rather than a grant. Portaria n.º 442-A/2025/1 of 12 December created a reimbursable credit instrument for home energy-efficiency measures, run by Banco Português de Fomento, to be made available within a year of publication. Its measure list does cover roof, wall and floor insulation, efficient windows, heat pumps and solar. As at August 2026 no rates, no ceilings and no opening date had been published. Anyone who tells you the Fundo Ambiental will pay towards a terrace or a capoto today is describing a programme that is not open.
What determines the price?
Waterproofing is quoted per square metre and, as of 2026, the number is driven by preparation rather than by the product: whether an old surface has to come off and be carted away, whether falls need forming so water reaches the outlet, how many upstands, outlets and penetrations need detailing, and how the materials get up there in a house with no lift and a narrow stair. A terrace that keeps its tiles and gets a liquid membrane over the top is a different price from one stripped back to the slab. How much does it cost to waterproof a terrace?
Terrace waterproofing is quoted per square metre, and the rate depends far more on what has to happen before the membrane goes on than on the membrane itself. Stripping an old tiled surface, forming falls so water actually reaches the outlet, and detailing parapets and drains are where the cost sits. As of 2026, Handyman Algarve quotes the work free and in writing, with preparation and materials shown separately.
Can you paint over a waterproofing membrane?
Only with a coating made to go over that specific membrane, and only if the surface is sound, clean and dry. Ordinary masonry or facade paint on a liquid membrane will peel, and it can stop the membrane moving as it is designed to. If the goal is a lighter colour to reduce heat, ask for a compatible reflective topcoat rather than reaching for paint.
Do the tiles have to come off to waterproof a terrace?
Not always. If the tiles are firmly stuck, the falls are right and the failure is at joints or details, a liquid membrane can go over the top and it is much cheaper. If the tiles are hollow or lifting, or water is already trapped underneath, covering them seals the water in and the repair fails within a season. A hollow sounding tap test across the terrace usually decides it.
How do I know the damp is coming from the terrace and not a leak?
Timing is the tell. Damp that appears or worsens within a day or two of heavy rain and then dries slowly points at the terrace or a roof detail. Damp that stays constant in dry weather, or that comes with a rising water bill, points at a pipe instead. Where it is genuinely unclear, leak detection settles it before anyone starts opening up a terrace.
Why do Algarve terraces fail so often?
Sun and short violent rain. Ultraviolet light and forty degree surface temperatures age a membrane far faster here than in a cool climate, so a product that lasts twenty years in northern Europe does not get that here. Then the winter rain arrives in a few heavy bursts rather than steady drizzle, which finds every blocked outlet and every parapet joint at once.
What is meant by waterproofing?
Making a surface hold water out by adding a continuous layer water cannot pass through. On a terrace or a flat roof that layer is a membrane, liquid-applied or in sheets, turned up at every wall, threshold and outlet so the water reaching it has nowhere to go but the drain. It is not insulation, which slows heat rather than water, and it is not a coat of paint.
What are the most common failure points?
Almost never the middle of the terrace. Failures happen where the flat surface meets something else: the upstand at a parapet or a door threshold, around the drain outlet, at pipe penetrations, and at the junction with a wall. A repair that treats those details and leaves a sound field area intact is often the right answer, and far cheaper than redoing everything.
