In 2026, Handyman Algarve quotes the cost of installing air conditioning in the Algarve for free, line by line, from photos. What sets that cost is the job: the capacity chosen for each room, one split per room or a multi-split, the length and route of the refrigerant pipes, the outdoor unit's position and the access to it, the condensate drain, the electrical supply and the making good of the walls. A split's refrigerant pipes are joined on site by a certified technician from a certified company, as Regulation (EU) 2024/573 and Decreto-Lei n.º 145/2017 require.

How much does it cost to have air conditioning installed?

As of 2026, it costs the sum of the lines of one job, so it is quoted for the house rather than read from a list: a shop can price the unit, not the room and the walls it goes into. The lines are the indoor and outdoor units, each indoor unit sized for its room from a heat-load calculation rather than from the floor area alone; the refrigerant pipe run and the walls it crosses; the base or bracket for the outdoor unit and the access to reach it; the condensate drain; the electrical circuit and, where the load calls for it, the contracted power; and the making good.

Why is AC installation cost high?

Because what is bought is an installed system, not an appliance: two units in two places, the room and the outside of the house, joined on site by a sealed refrigerant circuit. The refrigerant work is the core of it. Joining the pipes on site is work for a certified technician from a certified company, under the fluorinated gas rules set out further down; then the circuit is pressure-tested for leaks and a vacuum pump draws the air and moisture out of it before the refrigerant is released. That work, and the equipment it takes, is part of the price whatever the unit costs.

The rest follows the house. A longer pipe run means more insulated pipe, more wall to cross and, past the length the unit's factory charge covers, extra refrigerant. Where the outdoor unit sits high, on a wall bracket or a roof, it goes up from scaffold or a platform, and that access is a line of its own. A unit that needs a circuit of its own, or a board with no room for one, adds electrical work, and a load the contracted power cannot carry adds a change of contract. Then the making good: the hole through the wall sealed on both sides, and the pipes hidden in trunking or in a chase that is filled and painted.

Is installing AC worth it?

It is worth it in a house lived in through the summer, and above all where the bedrooms stay warm at night. At the Faro station, at the airport, IPMA's climate normals for 1991 to 2020 count 44.7 tropical nights a year, nights on which the temperature does not fall below 20 °C. A reversible unit adds the winter to the case, because the same split that cools the room in August heats it in January. In the 2021 census, 38.1% of the Algarve's main-residence dwellings had no heating of any kind (INE, Censos 2021, quadro Q303).

It earns less in a house used a few weeks a year, where the unit runs only in those weeks and its price up front is spread over few days of use. And a room that overheats because the afternoon sun comes through bare glass, or because it sits under an uninsulated roof, is a case for shading, glazing or insulation first: they cut the heat coming in, so whatever cooling is still wanted is sized for a smaller load.

Is air conditioning common in Portugal?

In the Algarve, the 2021 census counted air conditioning in 63,077 of the region's 193,395 main-residence dwellings, 32.6% of them (INE, Censos 2021, quadro Q303). That figure answers for the Algarve region, not for Portugal as a whole, and it counts homes lived in as a main residence, so second homes are outside it. Inside the region the share differs by parish, as four of them show below.

What is the difference between a single split and a multi-split?

A single split pairs one indoor unit with one outdoor unit; a multi-split connects two or more indoor units, one in each room it serves, to a single outdoor unit, in the combinations the manufacturer lists for that outdoor unit. Either way, a split air conditioner comes in two parts: an indoor unit mounted in the room and an outdoor unit outside the house, linked by insulated refrigerant pipes and a cable, with a drain pipe for the water the indoor unit collects.

A pre-installation, or pré-instalação, is work done inside the walls during construction or a renovation: the refrigerant pipes, the condensate line and, where one was laid, the power supply, between the places meant for the indoor and the outdoor unit. It saves opening the walls for the pipe run, and it decides where the units go, since they sit where the pipes come out. What it does not remove is the certified work: connecting a unit to it is still joining refrigerant pipes on site. Before a unit goes on them, the pipes are checked: that their sizes match the new unit, that the drain falls all the way, and that the circuit holds pressure without a leak.

Where more than one room is cooled, one quote can price both answers for the same house, a multi-split and separate splits, because which suits depends on how many rooms there are, where outdoor units can go and how much pipe each option needs.

Where should the indoor and outdoor units go?

A wall-mounted indoor unit goes high on a wall of the room it serves, in a place chosen for three things:

  • The air flow. Its air should spread across the room, not blow straight onto a bed or a desk where someone sleeps or sits for hours.
  • The condensate. While it cools it collects water from the air, so the wall has to let its drain pipe fall all the way to a drain. Where no outlet sits low enough, a small pump has to lift the water, which adds a part.
  • Service clearance. The space around it that the manufacturer's instructions set, so the filters can be taken out and a technician can reach it.

The outdoor unit needs four things from its position:

  • Air. The free space around it and in front of its fan that the manufacturer's instructions give, so that it draws in outside air rather than the hot air it has just blown out. A closed recess or a tight cage starves it.
  • A drain. A reversible unit heating in winter makes water at the outdoor unit and, in cold, damp weather, melts ice off its coil, so that water is led to a drain, never onto a path, a terrace below or a neighbour's wall.
  • A short pipe run. The closer it sits to the indoor unit, the less pipe there is to run, insulate and hide, within the length and the height difference the manufacturer allows for the model.
  • Quiet. A fan and a compressor are running whenever it works, so its place is away from bedroom windows, the house's own and the neighbours', on anti-vibration mounts over a solid wall or base, not a thin partition that carries the hum indoors.

A unit on a wall bracket high up or on a roof is work at height: it is lifted and fixed from scaffold or a platform, not from a ladder alone, and a roof is not a place for a homeowner to work. The refrigerant circuit is never opened, joined, disconnected, recharged or moved by a homeowner, at any stage, and moving a split outdoor unit means opening and rejoining that circuit, which is work for a certified technician.

Who can install air conditioning?

A split air conditioner is installed by a certified technician from a certified company. Its indoor and outdoor units are connected by refrigerant pipes that are joined where the system is installed, and under the EU regulation on fluorinated gases (Regulation (EU) 2024/573) that joining is "installation": it must be done by a certified technician and, when it is a service to a customer, by a certified company. Portugal's own decree, Decreto-Lei n.º 145/2017, also requires the certified technician to belong to a certified company.

A shop may sell a split charged with fluorinated gas to a homeowner only with evidence that a certified company will install it, and it keeps the installer's details for five years. In Portugal the certificates are issued by bodies accredited by IPAC, and it is reasonable to ask for the technician's and the company's certificate numbers before work starts.

The same regulation sets dates for new equipment. From 1 January 2029, new split air-to-air systems of up to 12 kW that use a refrigerant with a global warming potential (GWP) of 150 or more, which includes R32, whose GWP is 675, may no longer be placed on the EU market, except where safety requirements at the site of operation demand it. From 1 January 2035 the same applies to new split systems of up to 12 kW containing any fluorinated greenhouse gas, with the same exception for safety requirements at the site. These dates govern the sale of new equipment: a unit already lawfully bought and installed may go on being used and repaired.

A separate rule has applied since 1 January 2026: fluorinated refrigerants with a global warming potential of 2,500 or more may no longer be used to maintain or service air conditioners and heat pumps, except reclaimed or recycled gas until 1 January 2032, and R32 is not affected by it.

Do I need the condominium's consent?

In a building held in horizontal property, propriedade horizontal, it depends on what the installation changes, and on the rules the building has. Each owner is the sole owner of their own flat, or other unit of the building, and a co-owner of the building's common parts, and the deed that constitutes the horizontal property, the título constitutivo, can give one owner exclusive use of certain areas of the common parts (Civil Code, articles 1420.º n.º 1 and 1421.º n.º 3).

Two rules of the Civil Code can call for a vote, and they carry different majorities. The first concerns the building's architectural line, the linha arquitectónica, and its aesthetic arrangement, the arranjo estético. Owners in a condominium are specifically forbidden to harm the building's safety, architectural line or aesthetic arrangement, whether through new works or through lack of repair (article 1422.º n.º 2 a)). Works that change the architectural line or the aesthetic arrangement may be carried out if the assembly gives its prior authorisation, approved by a majority representing two-thirds of the building's total value (article 1422.º n.º 3).

The second concerns innovations, each an inovação in the Code's word. Apart from the special cases the same article sets out, works that are innovations need the approval of a majority of the owners, and that majority must also represent two-thirds of the building's total value (article 1425.º n.º 1). Innovations in the common parts that are capable of impairing any owner's use of their own property or of the common parts are not allowed (article 1425.º n.º 8, its number since 1 July 2026). Whether a particular air conditioner changes the architectural line or the aesthetic arrangement, or is an innovation, is for the condominium assembly, the assembleia de condóminos, to decide and, in a dispute, for a court.

The building may also have rules of its own. The deed that constitutes the horizontal property may include condominium rules on the use of both the common parts and the individual flats and other units; where there are more than four owners and the deed contains no such rules, a regulation on the use, enjoyment and conservation of the common parts must be drawn up; and owners may not do anything that the deed, or a later assembly decision approved without opposition, prohibits (articles 1418.º n.º 2 b), 1429.º-A n.º 1 and 1422.º n.º 2 d)). Before an outdoor unit goes on a building held in horizontal property, it is worth reading the deed and any condominium regulation, and asking the administrator whether the work needs the assembly's authorisation.

Does an outdoor unit need anything from the câmara?

It depends on the concelho, and the câmara, the municipal council, is the authority on a particular house. The RJUE, Portugal's planning and building regime, lets each município qualify further works as works of minor urban relevance in its own regulation (article 6.º-A n.º 1 i), in the wording in force since 1 October 2026, which keeps the words of the wording before it).

Loulé is the example, and its article names air conditioning first: article 28.º n.º 1 b) of its municipal regulation (Regulamento n.º 884/2024) lists the installation of air conditioning, ventilation, central heating, fume extraction "or similar" equipment as works of minor urban relevance, provided, among the conditions it sets, that it is in a position not visible from public space, involves no change to the building's structural stability and does not alter its appearance.

Loulé's list applies without prejudice to article 6.º-A n.º 2 of the RJUE, so it does not reach a property that is classified or being classified, one inside the protection zone of such a property, or one within an ensemble or site that is classified or being classified. In the wording in force since 1 October 2026, in the RJUE as republished by Decreto-Lei n.º 108/2026, the first of these exclusions names properties of national, public or municipal interest; until 30 September 2026 it named national or public interest only. Whether a given air conditioner falls under Loulé's list is for the câmara to say.

The RJUE's start-of-works information reaches the câmara municipal at least five days before work starts and names whoever will carry out the work; since 1 October 2026 it expressly includes works exempt from a licence or a comunicação prévia, and since the same date the owner or the works director also posts a notice at the site, visible from the public road, at least five days before work starts (article 80.º-A n.os 1 and 5, in the wording republished by Decreto-Lei n.º 108/2026). Portaria n.º 320/2026/1 of 31 July 2026, in force since 1 October 2026, approves the national form for that information and revised site-notice models. Before 1 October 2026, Loulé already required notice of exempt works locally, five days ahead, and its own rule (article 102.º of Regulamento n.º 884/2024) still stands beside the national one. When the câmara requires paperwork, it is a line of its own in the quote.

Contracted power

An air conditioner runs on electricity, so the supply is checked before a model is chosen, against the supply its technical sheet asks for. Contracted power, potência contratada, is the size of the supply on your electricity contract. ERSE, the energy regulator, lists 13 contracted-power steps from 1.15 kVA to 41.4 kVA; single-phase installations typically stop at 10.35 kVA, and above that the installation is normally three-phase. ERSE's rule for choosing a step is what runs at the same time, not the sum of everything installed, so an air conditioner counts alongside the oven, the water heater and whatever else runs when it does, and units in several rooms running together count together.

Two ceilings sit above your contract. A household customer may change the step at any time, but only up to the potência requisitada, the power the property was connected for, or the potência certificada, the power its installation is certified for, where that is lower (Regulamento de Relações Comerciais, Regulamento n.º 827/2023, article 69.º).

Below the maximum your installation admits, the change is a request to your electricity supplier. Above it, it becomes a power-increase request to E-REDES, the distribution operator, and one of the charges on that request, the comparticipação nas redes, a contribution towards the grid, is calculated on the difference between the new and the old requested power, not on the whole of the new power (article 122.º n.º 4 of the same regulation). National rules, as read in 2026. The new circuit, the board and a power-increase request are electrical work, and they go to an electrician in the Algarve.

How is an air conditioner cleaned and serviced?

Keeping an air conditioner working is split between the homeowner and a technician, and the manual for the model sets the homeowner's part: how the front panel opens, how the filters come out and whether any cleaning product is allowed.

Before the panel is opened, the power is switched off at the electricity board and confirmed off. With the unit running, switch off its breaker, and every breaker that serves it if it has more than one, or the main switch if the board does not label them, and check that it stops and its lights go out at that moment. If it keeps running, leave that breaker off and switch off the main switch as well: on some air conditioners the indoor and the outdoor unit have separate breakers. Then press on at the remote: there should be no beep, no light and no movement. The remote and the unit's own button only put it on standby.

Tell anyone at home not to switch the power back on until the cleaning is finished: a unit that was running when the power was cut can start again by itself when the power returns.

With the power off, and the unit reached from a stable stepladder rather than a chair, the filters come out, are washed in lukewarm water, without a detergent the manual does not allow, and dry in the shade. The grille and the louvres that direct the air are wiped with a dry cloth. Behind the filters sits the coil, a block of thin metal fins that bend easily and have sharp edges: no cloth and no brush go over it, because cleaning it is a technician's job.

Nothing is sprayed into the unit and no water goes onto its electrical parts, because liquid inside runs where it cannot be seen. The filters go back only when dry, the panel is closed, and only then is everything that was switched off at the board switched back on.

Outside, the same rule comes first: the power is off at the board and confirmed off before the outdoor unit is touched. The remote confirms only the indoor unit: if the outdoor unit has its own breaker on the board, or an isolator switch beside it, switch that off too, and if the board does not label them, switch off the main switch. Leaves and dirt are cleared from around it by hand, with gloves, and nothing is left standing against it. No pressure washer and no brush go over its fins, a hand never goes through the fan guard, and the unit is never pulled or turned to reach behind it, because its refrigerant pipes are connected to it.

When to clean the filters: when the manual for the model says, and sooner where the room fills the filters faster, with building dust, a kitchen next door, pets or long hours of use. In a house closed for months, the filters are washed and the outdoor unit cleared before the unit runs again.

A technician opens the indoor unit to clean the coil and the fan inside it with the electrical parts protected, clears the condensate tray and pipe so the water reaches its drain, checks the unit's electrical connections, and cleans the outdoor coil and fan. Water dripping from the indoor unit, ice on the pipes, a musty smell that comes back after the filters are washed, or a unit that cools less with clean filters are reasons to call one, not to clean further, and a unit dripping water is switched off at the board until the technician has seen it.

The refrigerant circuit stays closed. The gas circulates in a sealed circuit and is not used up, so a unit that worked well and is now short of gas has lost it through a leak, and the leak is found and repaired before the circuit is recharged: a recharge without the repair lets the new gas out the same way. Finding and repairing the leak and recharging the circuit are work with the gas itself, done by a certified technician from a certified company, and a homeowner never opens, disconnects, recharges or moves the circuit.

Is there a grant for air conditioning?

Not from the Fundo Ambiental, as at September 2026: it has no open application window for insulation, windows, heat pumps or solar in a private home. The Programa de Apoio a Edifícios mais Sustentáveis, known as Edifícios+, last opened to private homeowners between 18 July and 31 October 2023 and has been closed since; its typology 3 was space heating and/or cooling systems and domestic hot water systems that use renewable energy, of energy class A+ or better. Vale Eficiência is a different instrument, a means-tested voucher for households in energy poverty rather than a general renovation grant, and applications by beneficiaries closed on 31 October 2024. What exists for 2026 is a loan rather than a grant. Portaria n.º 442-A/2025/1 of 12 December created a reimbursable credit instrument for home energy-efficiency measures, managed by Banco Português de Fomento with technical collaboration from the Agência para o Clima, to be made available within a year of publication. Its list of measures includes the installation of heat pumps for space heating or cooling and/or for hot water; whether a particular air conditioner fits that list is for the instrument's own rules to settle. As at September 2026 no rates, no ceilings and no application window had been published.

Applicants in the first four income brackets need no prior energy certificate; every other individual applicant has to hold one already, of class C or lower. For every applicant, a prior certificate of class B or higher makes the property ineligible, and every property financed is certified again after the works. Anyone who tells you the Fundo Ambiental will pay towards an air conditioner is describing a programme that, as at September 2026, is not open.

What determines the price?

As of 2026, air conditioning is quoted as a whole job, built from lines that differ from one house to the next. The equipment comes first: how many rooms are cooled, a single split in each or one multi-split outdoor unit for several, and the capacity of each indoor unit, chosen for its room from a heat-load calculation. Then the refrigerant pipe runs, their length and the walls they cross, or a pre-installation already in the walls, checked before it is used. Then where the outdoor unit goes and how it is reached: on the ground, on a terrace, on a wall bracket or on a roof, with a platform or scaffold where it sits high.

The condensate drain comes next, with a small pump where the water cannot fall to a drain. Then the electrical side: a dedicated circuit with its protection, space for it on the board and, if the load needs it, a higher contracted power. Then taking out an old unit, which starts with recovering its refrigerant, certified work too. Then the making good: holes sealed on both sides, and pipes run in trunking or chased into the wall and finished. Any câmara paperwork, where the câmara requires it, is a line of its own.
